Blinded by the Lights - Government Set to Crack Down on Headlamp Brightness. Are yours legal?
The clocks have gone back and the darker evenings are drawing in. Having reliable headlights is vital for safe driving on Northamptonshire’s roads. With growing complaints from motorists about the dazzle and intensity of modern LED headlights, the UK government is now reviewing headlamp design to improve road safety.
“Criticism from drivers over the dazzle from oncoming headlights has prompted the government to take a closer look at the design of cars and headlamps on UK roads…
New measures will be included in the government’s upcoming Road Safety Strategy.”
This renewed focus on headlamp safety is a timely reminder to make sure your own lights are legal, aligned, and in good condition – especially before your next MOT test.
How to Ensure Your Headlamps Are Roadworthy in Northamptonshire
What Makes Headlamps Road Legal?
According to law to meet MOT and road safety standards, headlights must:
- Be white or yellow in colour
- Illuminate the road correctly without dazzling others
- Have an approval mark (E-mark or British Standard)
- Be securely fitted and fully operational
At a glance the lighting rules are as follows:
Front lights: White or yellow
Rear lights: Must be red
Illegal colours: Blue, neon, or flashing lights
What about the rules of using your headlamps?
In case it has been a while since you took your test, here is a reminder of how to deploy your headlamps:
- You must use your headlamps between half an hour after sunset and half an hour before sunrise
- Dipped beams are required in built-up areas or when approaching other traffic as not to dazzle oncoming vehicles
Headlamp Checks During Your MOT
At your annual MOT test, headlamps are checked for their condition, security, and functionality, including their alignment and operation of both dipped and main beam modes. At our DVSA accredited MOT test centre in Northampton, our examiners inspect each headlamp for:
Condition: They must be devoid cracks, clouding, or severe discolouration
Security: Firmly attached and stable
Operation: Dipped and main beam both working
Alignment: Beam correctly aimed, not dazzling oncoming drivers
Colour & intensity: White/yellow light with adequate brightness

Common MOT failures for Headlamps include

Foggy or yellowed lenses
These are signs of oxidisation. This reduces light output and clarity, which can cause an MOT failure because the headlight must be clear and allow light to pass through unobstructed.
Incorrect alignment or weak beams
Incorrectly aligned headlamps are a MAJOR fault at your MOT as they have the potential to dazzle or blind other motorists. Another reason is that if the beam is aimed too low or too far to one side, it creates blind spots and does not adequately light the road ahead for the driver. Headlights must be of an appropriate brightness (intensity) to be effective for safe night driving
Non-standard bulbs or colours
If your bulbs are the wrong colour or non-standard, this can result in an MOT failure primarily because they will be deemed a significant safety risk to other road users. They can cause excessive glare or fail to provide the correct beam pattern, thus not comply with the legal requirements and approval standards for road use in the UK.
Loose or damaged light units
For obvious reasons, if your headlamps are loose and fall off, they could compromise road safety for the driver and other road users.
What are the Fines & Penalties for Faulty Headlights?
Faulty or misused lights don’t just affect visibility. They can also lead to fines and points on your license:
- £100 fine for driving with one headlight
- Up to £1,000 for incorrect use of lights
- 3 penalty points for defective or non-functioning headlights
